An Australian not-for-profit Employment Services organisation had a Board-approved digital strategy in place to enable its strategic growth, and customer and employee objectives. However, it lacked the digital maturity to execute that strategy. Partnering with AdCorp, 460degrees delivered a program of work to define the architectural blueprint, transformation roadmap, and investment necessary to realise Employment Services’ digital strategy outcomes.

A not-for-profit Employment Services organisation with over 140 branches across Victoria, Tasmania, and New South Wales has been helping people find meaningful work for over 40 years. Government programs delivered by the organisation include Disability Employment Services, Job Active, and Transition to Work. They also provide Group Training Services.
Background & Challenges
The Employment Services organisation had devised an ambitious strategic plan to achieve its business goals, but its digital capability was immature; it would need to close a significant gap to reach the level required to deliver its strategy.
A further challenge was Employment Services’ almost total reliance on program-specific technology platforms provided by the Federal and State Governments. This created a siloed working environment dependent on manual processes with little data to support decision-making. To address this challenge, the organisation needed to outsource the development of an innovative fit-for-purpose digital architecture.

Solution
460degrees established an appropriately governed program of work using Agile delivery principles. Kicking off with a discovery phase, the team conducted several interviews and site visits to quantify the challenge to be addressed for both the project and executive teams of the Employment Services organisation.
Once the specific requirements were understood, 460degrees conceived the future state Business, Information Systems, and Technology Architectures respectively. The team then produced a transformation roadmap showing the major work packages that would support the implementation of the future state architecture, along with an articulation of the associated costs and benefits.
Result
460degrees was able to clearly define and articulate the problem to be solved to both the Executive and Board by linking it back to their strategic imperatives. The architectural blueprint developed to address the issues identified represents a significant change to the Employment Services organisation value chain enabled by the contemporary Microsoft-centric digital capabilities proposed.
At the conclusion of the engagement, the board endorsed the investment business case and implementation roadmap produced by the 460degrees team.
